Have your say on the next stages of the Leeds Local Plan
People and businesses in Leeds are being invited to have their say on the next stages of the Leeds Local Plan.
A Local Plan is a legal framework that guides how land in a particular local authority area is used and developed. Once complete, the updated Leeds Local Plan will cover the period up to 2043, helping to manage where new homes, businesses and services are built so that development takes place in the right locations.
Following approval at executive board on 17 June, the council is now progressing a further phase of consultation as part of its work to update the plan. This follows the introduction of new national regulations which have changed the way Local Plans must be prepared.
The six-week consultation will run until 10 August and is focused on the overall purpose and direction of the plan, as well as how people would like to be involved in future engagement. At this stage, the consultation does not include specific sites or detailed policy options.
Comments submitted during the previous round of consultation will continue to inform the development of the Leeds Local Plan and are not being set aside.
A further round of consultation is expected in winter 2026/27, which will include an opportunity to comment on potential site allocations and draft policy options supported by evidence.
Councillor Peter Carlill, Leeds City Council’s executive member for transport and planning, said:
“We want to hear from as many people as possible as we shape the future of Leeds through the Local Plan.
“This is an important opportunity for residents, businesses and communities to share their views on how we plan for growth and development across the city.
“All feedback received so far will continue to help shape the plan, and this further consultation reflects changes to national policy, ensuring we take the right approach as the plan progresses.
“By taking part, people can help ensure the Local Plan reflects the needs and priorities of Leeds both now and in the years ahead.”
