High satisfaction level for anti-social behaviour partnership
Safer Leeds is making significant progress defeating anti social behaviour in the city.
The partnership is seeing satisfaction rates of over 94% with more than 19 out of 20 reported problems being responded to within two working days.
Created in 2011, the multi-agency service includes staff from the council, West Yorkshire Police and Fire Services, Victim Support and Leeds housing management organisations. The partnership aim to ensure that responses to problems such as harassment, drug dealing, street drinking, prostitution, noise nuisance, graffiti, abuse and intimidation, can be fast, decisive and co-ordinated.
Dedicated anti-social behaviour team case officers investigate reports from victims, partner organisations and witnesses, maintaining regular contact with victims to explain their role, identify any support needs and to collect evidence. Every effort is made to contact the alleged perpetrator at the earliest and most appropriate opportunity during the initial investigation. The team also liaises with police researchers to identify areas experiencing high levels of anti-social behaviour so that a co-ordinated response can be made.

“We need to be constantly attentive and focused to combat anti-social behaviour. The Leeds Anti-Social Behaviour Team has been operational for 18 months and these results show the significant success partnership working is having in Leeds.
“We cannot be complacent about this work and will carry on monitoring the effectiveness of this service. We need to continue this success in order to achieve our aspiration for Leeds to become the best city to live.”

Anti-Social Behaviour is defined by Section 1 of the Crime & Disorder Act 1988 as a person or persons acting in such a way “that causes or is likely to cause harassment, alarm or distress to one or more persons not of the same household.”
Since April 2012, 96.5% of reported problems have been responded to within 2 working days. Cases involving vulnerable victims or hate crimes are given a priority to be contacted within 1 working day. So far this year service users have reported 94.2% satisfaction with the overall service and 94.7% satisfaction with the Case Officer’s investigation.
Reported allegations of Anti-Social Behaviour can be made through a number of different routes, including:
• Approaching the appropriate landlord or letting agency
• Face to face at Neighbourhood Housing Offices, One Stop Centres or other Council Offices
• Through Hate Crime Reporting Centres
• At hostels and other temporary accommodation
• At Leeds Housing Options
